Most probably the portrait of Sir Daniel Dun (died 1617), an Oxford academic and judge in the High Court of Admiralty of the British Royal Navy (link).

The date in the left top corner rather difficult to read. 

The frame with an old attribution to Jan van Ravesteyn.
